SA Local Councils act as the primary assessment authorities for the majority of standard development applications across the state. They assess stormwater management plans against the statewide Planning and Design Code (specifically relevant Overlays and Design modules), council-specific engineering standards, and Water Sensitive Urban Design (WSUD) guidelines. They also own and maintain the majority of the local street drainage and civil stormwater infrastructure network.
